Abstract

Educational management at the school level is highly influenced by the stability of government policies. This study aims to examine the importance of policy consistency as a key factor in the effectiveness of educational management, the impact of policy inconsistency on school performance, and adaptive strategies that educational institutions can implement. Using a qualitative approach through literature review, this study finds that consistent policies provide clear direction for schools in planning, implementing, and evaluating educational programs. Conversely, inconsistent policies create organizational uncertainty, weaken teacher motivation, and hinder the achievement of educational goals. To address these uncertainties, schools must develop adaptive strategies such as strengthening human resource capacity, implementing scenario-based planning, and fostering an adaptive organizational culture. This study also emphasizes that evidence-based policy formulation is a crucial prerequisite for creating an effective and sustainable education system. These findings are expected to serve as valuable input for educational policymakers in formulating more stable, relevant, and impactful educational policies for school-level management.
